EUROPEAN MEETING FOR THE RIGHT TO HOUSING
Paris, September 25 - 26, 2000
Program
As the Right to housing for the most vulnerable populations is non
existent,
so is the possibility for all to live in a decent and healthy
environment
(notably for the poor, unemployed, immigrants, youth, elderly, singles
and
single parents, large families, disabled, minorities, etc.). Europe has
60
million people living in poverty, between 15 and 18 million people are
poorly housed or living in slums, 3 millions are homeless and hundreds
of
thousands of evictions take place every year while millions of houses
are
vacant. Meanwhile, the budgets for housing are steadily decreasing.
The governments of European countries have accelerated the deregulation
of
markets and abandoned their policies to protect tenants and low income
populations:
· The tenants are subjected to the law of market (which means
deregulation
of rents, loss of housing tenure)
· Lower class residents are being expelled from the cities centers and
from
the renovation areas.
· Reinforced racial and social discrimination fuel the formation of
urban
ghettos, the rebirth of shanty towns and the maintenance of slums.
· The NGOs without adequate means (both financial and human) are being
handed over the management of the housing crisis.
These policies contradict:
· The legal obligations contracted by the European states, which have
all
signed the UN Covenant on Economic, Social and Cultural Rights.
· Declarations and commitments of the European Parliament regarding the
right to housing and the building of a Social Europe.
It is time for habitants to speak up and claim the right to live
decently in
all the city neighbourhoods.
Associations call for international mobilization to urge the European
Ministers of Housing to create new policies, at the national and
european
level, and to build a social Europe.
The European Meeting for the Right to Housing, which will take place in
Paris while the European Ministers of housing hold their summit, is
organized in the frame of the grassroots urban strategies, as a follow
up of
Local Heroes 21 (Berlin, July 3-6, 2000) and in preparation of the
World
Assembly of Residents (Mexico, October 2-6, 2000).

pour le Droit à l'Habitat

Programme
Le non-respect du droit au logement touche toutes les populations
vulnérables et remet en cause la possibilité pour chacun de vivre
dignement
et en sécurité pour sa santé, sa famille, son épanouissement (notamment
les
pauvres, chômeurs, salariés précaires, immigrés, jeunes, personnes
âgées,
célibataires, parents isolés, familles nombreuses, handicapés,
minorités...). 60 millions d'Européens vivent sous le seuil de
pauvreté,
entre 15 et 18 millions sont mal logés, environ 3 millions sont sans
logis,
et des centaines de milliers sont expulsés chaque année alors que
plusieurs
dizaines de millions de logements sont vacants, la part des budgets
consacrés au logement est en baisse.
Les gouvernements des pays européens accélèrent la libéralisation des
marchés et abandonnent les politiques de protection du logement :
· Les locataires sont livrés aux lois du marché (dérégulation des
loyers,
précarisation des statuts locatifs) ;
· Les couches populaires sont chassées des centres-villes et des zones
de
rénovation spéculatives ;
· Les discriminations racistes et sociales se renforcent et alimentent
la
formation de ghettos urbains, la renaissance des bidonvilles, la
persistance
des taudis ;
· Les ONG, sans moyens financiers adéquats ni véritable partenariat se
voient déléguer la gestion de la crise du logement.
Ces politiques sont en contradiction avec :
· Les obligations légales contractées par les Etats européens qui ont
tous
signé le pacte de l'ONU des droits économiques sociaux et culturels,
· Les déclarations et les engagements pris par le Parlement européen,
relatifs au droit au logement et à la construction de l'Europe sociale.
Il est temps que les habitants prennent aussi la parole pour
revendiquer le
droit de vivre décemment, le droit à la ville.
Pour cela, les associations appellent à une mobilisation internationale
afin
que les ministres du Logement s'engagent au plan national et européen
en
faveur de politiques nouvelles et d'une Europe sociale.
Les rencontres européennes pour le Droit à l'Habitat, qui se
dérouleront en
parallèle du sommet des ministres européens du Logement, s'inscrivent
dans
les stratégies populaires urbaines, fait suite à la réunion Local
Heroes 21
(Berlin, 3-6 Juillet 2000) et préparent l'Assemblée mondiale des
habitants
(Mexico, 2-6 octobre 2000).
